The Population and Public Health (PPH) Division leads the development of strategic public policy and legislation and the planning of public health services. In collaboration with partners within and beyond the health sector, PPH also supports high-quality health promotion, protection, and prevention initiatives with a focus on health equity.

The Health Protection Branch (HPB) provides leadership and expertise to develop programs and policies that promote community environmental health, to prevent disease, and protect people from harm from environmental stressors. The HPB safeguards the population by developing legislative and regulatory requirements for the prevention and reduction of risk of harms including emerging pathogens, food safety, air and water quality, and environmental contamination, and enforcement practices administered through five Regional Health Authorities. The HPB administers several pieces of legislation including the Drinking Water Protection Act, the Food Safety Act, the Public Health Act, and the Tobacco and Vapour Products Control Act.

The Role: The Tobacco and Vapour Products Program Manager oversees a team responsible for administration of the Tobacco and Vapour Products Control Act (TVPCA) and Regulation. The Manager sets goals, objectives, and performance measures that support effective and efficient compliance and enforcement of the regulation through implementation by the five Regional Health Authorities. The Program applies a progressive enforcement model adhering to administrative law principles. The Manager works with provincial Ministry partners and federal partners such as Health Canada and supports the World Health Organization Framework Convention on Tobacco Control.

The position works in a highly dynamic environment and resides in the Health Protection Branch of the Population and Public Health Division. The Manager is responsible for the development of a range of evidence-based protection, compliance and enforcement, and surveillance programs.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

  • University degree in a related field (i.e., law, public administration, social sciences, environmental sciences, or related public health) or a related field and minimum 3 years directly related experience working in a compliance and enforcement program; [preference may be given to applicants with Master’s degree or higher]; OR
  • Diploma in a related field (i.e., law, public administration, social sciences, environmental sciences, or related public health) or a related field and minimum 5 years directly related experience working in a compliance and enforcement program may be considered.
  • Minimum of 2 years’ experience supervising, leading, coaching, and mentoring staff.
  • Minimum of 2 years’ experience in program evaluation and project management.
  • Minimum of 2 years’ experience in one of the following areas: developing, administering, or implementing legislation and regulations.

Preference may be given to applicants with:

  • Direct experience in tobacco and vapour products, gaming, liquor control programs, or related area.
