Provincial Government Announces New Appointment to the Muskrat Falls Oversight Committee

The Honourable Siobhan Coady, Minister of Natural Resources, announced the appointment of David Billard, P.Eng., PMP, to the Muskrat Falls Project Oversight Committee. This committee is mandated to provide independent and transparent oversight on cost and schedule performance of the project.

The Muskrat Falls Oversight Committee, established in 2014, comprises senior officials from Executive Council and the Departments of Finance, Natural Resources and Justice and Public Safety. In 2016, the Provincial Government strengthened the oversight process through the addition of independent expertise.

The appointment of Mr. Billard fills a recent vacancy on the committee and will add to the existing knowledge of the committee that includes engineering, law, economics, corporate governance, finance and business management. BACKGROUNDER

Biography for David G.F. Billard

David G.F. Billard, P.Eng., PMP
David G. F. Billard is a proud Newfoundlander and Labradorian who has local and international experience in both the utility and offshore industry. Mr. Billard started his career with Newfoundland and Labrador Hydro in 1987 and worked in both the Power Distribution District(s) and Transmission and Rural Operations divisions before pursuing a technical and project management career in the offshore. Mr. Billard is an electrical engineer who specialized in power, controls and instrumentation and took on mega project assignments, taking the projects from concept to completion and into successful operations. Mr. Billard has a balanced view gained from holding senior technical and management positions with both owner/operators and primary contractors. Recent assignments include positions such as Interface/Risk Manager and subsequently Director of Engineering for the Hebron platform topsides. Mr. Billard is currently the VP General Manager of Aker Solutions Canada and sits as a Director on the Newfoundland and Labrador Oil and Gas Industries Association.
