Position Summary
Interior Health is looking for a permanent full time Senior Project Manager to join our Capital Planning and P3 Projects team at Interior Health!About the Role:

The Senior Project Manager is responsible for managing the strategy and processes for Public-Private-Partnership (P3) capital projects. The Manager provides leadership and direction to a diverse Project Team of specialists assembled to define, specify, procure, and implement hospital P3 capital projects. The Manager will ensure that the P3 projects are developed, implemented, and delivered in accordance with the requirements of the Project’s functional program, scope of work, and quality measures. The Manager provides the leadership and expertise required to ensure that the P3 projects are delivered within scope, budget, time, quality parameters, safe working environment, and to the client’s satisfaction.

Some Key Duties may include:

1. Provide leadership, direction, and supervision to the P3 Project Team
• Establishes, monitors, and evaluates the goals and objectives for the Project Team
• Provides technical, operational, and project management guidance and direction to team members
• Mentors, coaches, and develops members of the Project Team to achieve their goals
• Anticipates, plans, and integrates work activities to accomplish goals and objectives
• Develops and administers resource plans to ensure effective utilization of resources
• Administers Human Resources policies and procedures

2. Lead and facilitate all stages of project construction (on multiple projects) to ensure adherence to project agreement specifications, healthcare facility standards and industry best practice, scope of work, and functional program and technical requirements
• Reviews submittals, drawings, shop drawings, and site instructions to ensure that all construction requirements and project requirements have been included
• Monitors all stages of construction to ensure adherence to contract terms and consistency with technical and functional program requirements
• Initiates and chairs construction start-up meetings and attends regularly scheduled construction meetings
• Reviews and approves all change management documentation and signs and processes progress claims
• Performs or arranges for site inspections
• Oversees site shutdowns and advises all affected areas of impact on their services, staff, and equipment
• Meets with users during construction to ensure users are kept up to date on project status, budget, and schedule
• Ensures consultants, partners, and contractors meet their contractual obligations

3. Responsible for project management reporting and quality control
• Provides systematic tracking and reporting of all site projects for scope, cost, timelines, and quality control
• Evaluates design specifications to ensure they are within allocated budgets and scope at various project milestones
• Provides reports and briefings to Chief Project Officer, Regional Hospital Districts, and to project steering committee(s) to update project status, provide cash flow projections, and cost information
• Monitors consultant performance for adherence to contract conditions, budgets, and schedules
• Advises and supports Capital Accounting with corporate reporting processes
• Ensures accurate and timely reporting
• Approves all project invoices for payment

4. Lead and facilitate all stages of operational commissioning (on multiple projects) to ensure cost effectiveness; adherence to building standards/codes; and consistency with technical, scope of work, and functional program requirements
• Reviews building commissioning plan
• Facilitates clinical equipment commissioning
• Coordinates operational commissioning activities with users, such as operational process changes, training and orientation, and move requirements
• Meets with all departments to schedule adequate time for pre-move tasks
• Arranges for all communication, information, and security system moves and relocations
• Arranges for movers to relocate physical equipment/furniture
• Manages close out of all post occupancy issues

Qualifications
• Formal education – Post secondary diploma in Architectural/Engineering technology to interpret drawings and specifications; cost project technical requirements; understand and apply project management principles and practices; and be knowledgeable of construction standards and building codes, inspection and testing requirements, and of construction agreements and associated general conditions of contract
• Additional Training – In addition to the technical requirements, training is preferred in project management software, contract law, insurance requirements, and financial management
• Experience – Minimum 10 years of related experience including hospital or medical facility design and construction experience and supervisory experience; experience in Public-Private-Partnerships is desired
• Valid class 5 BC Driver’s license required
• PMP designation preferred
